气以承阳，发生已过，成齐未来
Its qi receives the yang: growth is past and completion has not yet come. The chapter adds that sand earth is the moistest of all earths.

Not on its own; that depends on the whole chart, which this site does not read. Structurally, Bing has no root in 辰, which clashes with 戌 and combines with 酉.
